VSTS Scrum - What is the difference between Work Items vs Backlogs

I then was left with another question, how does one re-parent or move a work item to a team backlog?

Say I have a single VSTS team project with several teams. So how then, can someone while viewing all workitems, create a new work item that will be on the teams backlog OR once created, moved into a team backlog?

The iteration hierarchy looks like this, with a similar hierarchy with areas. Notice, there is no iteration called "backlog", should there be?
