From the sounds of things my best bet to allow anything through but with warnings for strange looking data then handle exceptions from the external API possibly with a message about the value which was entered not being valid on the external system.

That's going to exclude a significant portion of Welsh, Scottish, and Irish Britons, let alone immigrants or people who married immigrants … or even descendants of the French Conquerors. What about Róisín Murphy, the lead singer of Moloko or Siobhán Donaghy of the Sugababes?
