That 90/10 stuff comes from a model of programming that has no subroutines. Suppose main calls foo 10 times, but only 1 time is necessary, and nearly all the time is spent in foo . So the way to speed up the program is to get rid of the 9 unnecessary calls, not to try to speed up foo , even though that's the 10% of code taking 90% of the time.
