A bug in one version of the portal is most of the time meaningless in another version, and is repaired during migration nonetheless. The previous version is not patched at the same time, except if the client asks for it. A client-customized plugin could in theory receive the new feature/bugfix but I have never seen this, even because client branches are a rare last resort: we try to generalize the plugin instead of customizing it in a client-specific way. So my experience is that it is unusual to get modifications from one branch to another.
